BY-LAWS
Adopted June 19, 1983
Any member in good standing in the National Association of Watch and Clock Collectors may become a member upon payment of chapter dues. Spouse and children under 18 shall be afforded all the privileges of a member except the right to vote.
Chapter members shall have one vote each.
Dues are payable after the first of the year. The non-payment of dues by a member after a period of delinquency of 90 days from the first chapter meeting of the year shall be considered a voluntary resignation by the member.
Members, who have the right to vote and are present at a regularly scheduled meeting, shall constitute a quorum for that meeting.
ARTICLE III: OFFICERS
Section 1. DUTIES
President: ! Preside at all official chapter meetings
! Correspond or confer with others
! Coordinate chapter activities
! Appoint a Librarian and NAWCC Bulletin Reporter
Vice-President: ! Assume the President’s duties in his/her absence
! Act as a Program Chair
Secretary-Treasurer: ! Take minutes at chapter meetings
! Prepare and mail meeting notices
! Collect and record dues
! Deposit money, pay bills, keep financial records
! Provide nametags at meetings
! Keep the chapter roster current
! Keep chapter records
No officer shall receive any compensation for his or her services.
All elected officers shall serve for two years. Their terms shall be staggered. The President shall be elected in odd-numbered years; the Vice-President and the Secretary-Treasurer shall be elected in even-numbered years.
ARTICLE IV: ELECTIONS
Section 1. NOMINATING COMMITTEE
The nominating committee shall be appointed by the President. It shall report to the membership at the March meeting. At the March and the April meeting, the Chair shall ask for nominations from the floor. The official election of officers shall be at the June meeting.
If the nominating committee presents only one name for each office and no other nominations are made from the floor, the President may choose to call for a voice vote. If more than one name is presented for an office, the committee shall prepare the official ballot, which shall contain the names of all candidates.
Section 3. VACANCIES (unexpired term)
An unexpired term may be filled using the above method.
ARTICLE V: FISCAL MATTERS
Section 1. DUES
Dues shall be assessed to finance the normal business of the chapter; they are payable by the first meeting of the new chapter year.
The primary use of operating funds shall be to defray costs of mailing notices and reports to members. The President may authorize other expenditures of up to $50.00. Membership approval is required on expenditures over $50.00.
The President, subject to the direction of the membership, is authorized to accept and hold in trust for the chapter all property donated to or purchased by the chapter. An accounting of the chapter’s property shall be given at the last meeting of the year. Should it become desirable to dispose of any property legally owned by the chapter, such disposal shall be according to a majority vote of the members.
Proposed amendments of the By-Laws must be presented at a membership meeting, then published in the chapter newsletter, and voted on at the next meeting. A simple majority is necessary to adopt an amendment.
